3 <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> MEMORANDUM <br /> January 17, 2023 <br /> TO: Board of Orange County Commissioners <br /> Bonnie Hamersley, Orange County Manager <br /> Travis Myren, Orange County Deputy Manager <br /> FROM: Kirk Vaughn, Budget Director <br /> CC: Kelly Guadalupe, Budget& Management Analyst II <br /> Christy Dodson, Budget& Management Analyst II <br /> Denise Clark, Budget & Management Analyst I <br /> Subject: SMART Goals FY 2022-23 Winter Update <br /> SMART Goal Definition and History <br /> Attached for your review and consideration is an update to the county department SMART Goals, with <br /> performance measures updated through December of 2022. SMART Goals are a performance management <br /> framework that allow county departments to communicate the impact of their work. SMART stands for Specific, <br /> Measurable, Achievable, Relevant, and Time-Bound. Each goal is written to communicate each of those aspects <br /> clearly to the public, and each goal has attached data to communicate the goal's success or progress. Goals can <br /> either be displayed with data, often displayed as a line graph, or as a series of specific milestones to complete a <br /> project. <br /> The county SMART Goal process started in summer 2019 and over the following year department <br /> directors presented their SMART Goal statements at monthly department director meetings.The plan was to <br /> present SMART goals and their data with the FY 2020-21 Commissioner Approved Budget Document. <br /> Unsurprisingly,that plan was delayed with the onset of the Covid-19 Pandemic in spring of 2020.The response <br /> to the pandemic required significant staff resources that put projects like SMART Goals on hold, but it also <br /> significantly changed the missions and service models of most departments. Goals developed in 2019 were no <br /> longer meaningful to the operation of departments in 2020 and 2021.As departments adapted their operations <br /> to the new normal,the county restarted the SMART Goal process.The Budget Office worked with departments <br /> in FY 2021-22 to present SMART Goals as a part of the FY 2022-23 Budget. <br /> 3 <br />
