2 <br /> The changes in land use designation that have been so proposed by Chapel Hill are on the <br /> northwest aide of Town,in the Eubanks Road area. new changes went considered at <br /> Joint Public Hearing last year,and secomp saying change to the Joint Planning Arca Land <br /> Use Plan was approved by the Chapel ME Town Council and the Cambore Board of <br /> Alderman following the hearing. The Bound of Commissioners did not take final action <br /> on the proposed amendmem,and a status report on that topic is on tonight's agenda for <br /> discussion. <br /> A related notion of Me Chapel Hill Town Council on May 8,2000,was to constritt <br /> Chapel Hill'a Urban Services Boundary to the south of Channel}fill's corporate limits. A <br /> map is Withal(Map t)that shows the new Urban Services Boundary in this area. <br /> Chapel Hill did net reload an accompanying change to the Joint Planning Area Land Use <br /> Plan for the pardon of this Imd that is within the Joint Planning Area,because no change <br /> m land use designation was proposed. A second map is attached(Map 2,Excerpt from <br /> the Joint Planning Area Land Use Plan)allowing this uses,and its land use designation as <br /> 'Suburban Reaidmfial-Cbapd MI1 Transition Area' No change in[bat desigandonbaa <br /> bean proposed. 'Zoning inthis area is Residential-Low Dsosity-I,xaryirivg a one-acre <br /> minimum lot size. <br /> DISCUSSION <br /> No change to the Joint Planning Area Land Use Plan bas yet bean proposed mr this area. <br /> We understand that the purpose of tonight's discussion is to clarify the stains of this area, <br /> its land use designation and it wising. <br /> We note that while me concepts of RUml Buffer and Urban Services Area am related <br /> they are not nxassarily,pained along a common boundary ha this cane:for example,the <br /> Ravel Buffer is a Joint Planning Arco category,accompanied by County control over <br /> string and development Card in line Joint Planning Area not designated Rural Butt on <br /> the Joint Planning Area.Land Use Plan is designated tither Carbon Transition or Chapel <br /> Hill Transition,where Orange County end either Carrboro or Chapel Hill share <br /> Jurisdiction over zoning demmoue and either Cambom or Chapel Hill makes decisions on <br /> development applications.
