6

Appendix
Data Sources Used for Projecting Episodes Served at the Facility

Previously the Crisis-Diversion Subcommittee prepared estimates of the projected usage of the Crisis
Diversion Facility (Facility). A summary of these projections is contained in the subcommittee report
provided to the BOCC on April 22, 2021.
The Subcommittee updated its estimate of Facility usage in early 2022. This 2022 update is based on:
• data for all of 2021,
• refining data previously collected, and
• adding several new categories not previously included in the projection of Facility usage.
Most of the new categories were added because it is now clear that the Facility will provide BHUC
services for individuals 4 years old and older.
Table 1 presents the data categories and data sources used for the 2022 update of projected Facility usage.
Endnotes provide details about sources of data and how the data were used. Exhibit A presents a
reconciliation of data collected from various sources with data provided by UNC Emergency
Department/Psychiatric Emergency Services (ED/PES).
Table 1. Two types of episodes are included: those coded as MH-
nonviolent and those coded as MH-violent. Examination of the potentially violent descriptions suggested
that most of these episodes could be addressed at the recommended Crisis-Diversion Facility. Response
by LE based on CHPD data indicates that about 80% of the MH calls result in voluntary transport (i.e.,
transport to the ED without IVC). Data were compiled for the last nine months of 2020 and all of 2021
and included jurisdiction data (e.g., CHPD, HPD, CPD, UNC-PD, OCSO). Few changes in number of
episodes were identified between 2020 and 2021, so the 2021 data were used in the projections.
