<br /> <br /> <br />5 <br /> <br />Breakdown of episodes by age (percent under 18 years of age) is available: <br />• EMS (8.4%) <br />• Juvenile Justice (100%) <br />• IVCs (18%) <br />• OC Department of Social Services (100%) <br />• Chapel Hill Carrboro City Schools (100%) <br />• Orange County Public Schools (100%) <br />• UNC - urgent/emergent step down (25%). <br />Of course, for some categories 100% of the projected episodes are minor because the population served <br />by the stakeholder is 100% minors (e.g., schools). Across all categories 23% of possible deflections to <br />the new Facility are expected to be individuals under age 18 or about 90 episodes per month. <br />Uncertainties <br />We have focused on the need to base an estimate of the number of BH episodes that could be served at <br />the Facility on hard data wherever possible. In many categories, data have been extracted from <br />stakeholder databases by subject matter experts who understand the data and its limitations. In other <br />categories, where no hard data exist or where the level of effort required to compile hard data is <br />excessive, we relied on best professional judgement. The sources of the data used is presented in the <br />Appendix to this report. <br />Most of the data available represent BH episodes that currently result in transport to the UNC Emergency <br />Department. Deflection of individuals experiencing a BH crisis from the emergency department is an <br />important part of the Facility’s mission. There is less information about potential diversion or deflection <br />from criminal justice entanglement. This lack of data does not reflect a lack of interest on the part of <br />stakeholders in Orange County, but rather a lack of readily available data. Efforts will continue to develop <br />these data as deflection from criminal justice also is an important part of the Facility’s mission. <br />Finally, the projects are based on 2021/2020 data. Currently, we do not attempt to project growth in the <br />number of cases served by the Facility. Growth in the number of cases will occur due to growth in <br />Orange County population, trends in BH cases requiring services, and increased awareness and, therefore, <br />use of the services available to stakeholders and Orange County residents. <br /> <br />DocuSign Envelope ID: 1920B089-58AA-4E97-8225-7BCF8DEBAAD4
