2

Current Episodes
The first step toward determining the potential number of episodes that could be served by the new
Facility, is determining how many BH episodes currently occur in Orange County each month. This
information is displayed in Table 1.
The episode types make up the column headers in Table 1. The term episodes includes various types of
BH cases (mental health and substance use disorders) and includes:
• Cases involving Mental Health (non-violent and potentially violent episodes),
• Cases involving suicide or substance use disorders,
• Involuntary Commitments (IVC) pursuant to Magistrate review and issuance of orders,
• Nuisance and trespass cases involving homeless individuals,
• Cases involving justice-involved individuals (court processes and detention center).
Stakeholders make up the rows in Table 1. Stakeholders are the entities currently responding to BH
episodes and provide services to help individuals in crisis. These stakeholders are the sources for the data
shown in Table 1. These data sources are discussed in the Appendix along with notes about the
information provided and how the data are is used to estimate the number of BH episodes currently
occurring in Orange County.
Table 1. Current Orange County Behavioral Health Episodes per Month (without Facility).

Deflection Potential
The next step in the process of determining the number of episodes that could be served by the new
Facility is estimating the Deflect Rate. That is, of the number of episodes that currently occur, what
percent could be deflected to the new Facility in lieu of being transported to the emergency department or
magistrate/detention center.
MH-NV MH-V Suicide SUD IVCs Homeless Courts Det Ctr Total
EMS 17.0 52.0 69.0
CHPD 8.3 4.9 3.0 5.9 22.1
CPD 2.3 1.7 0.9 1.8 6.7
HPD 2.4 2.1 0.3 0.5 5.3
OCSO 2.3 2.2 2.3 4.5 11.3
UNCP 0.2 0.0 0.2
All Orange County 10.9 10.9
OCSO Detention Center 15.0 15.0
Courts (assessments, etc.)20.0 20.0
Juvenile Justice 4.0 4.0
Magstrate - IVCs 20.0 20.0
OC DSS 9.1 9.1
CHCCS 48.0 48.0
OC Schools 31.0 31.0
UNC ED/PES (Routine Caes) 100.0 100.0
UNC CAPS 0.0
Sobering Diversions 65.0 65.0
Walk-ins 88.0 88.0
Mobile Crisis (FH)13.4 13.4
UNC (Urgent/Emergent)353.0 353.0
Totals >>675.0 10.9 6.5 129.7 20.0 10.9 24.0 15.0 892.0
Stakeholder Number of Episodes (Current Status No Crisis Facility)
DocuSign Envelope ID: 1920B089-58AA-4E97-8225-7BCF8DEBAAD4
