<br /> <br />4 <br /> <br />o Located to maintain a capability for immediate response at front desk, waiting areas, <br />clinical areas (open and secure areas), and rear entrance. <br />• Facility staff must have capability to call security for immediate response at all locations. <br />• Area for security staff breaks (with coffee, snack food, and drinks) can be shared with other staff <br />break areas. Security staff space also includes lockers for personal belonging and storage for <br />supplies including weapons storage as necessary. <br />• Direct access to secure space (see Section D) from rear entrance without traverse of other <br />clinical and public areas of the facility. When security personnel are working in the rear entrance <br />area space should accommodate safe transfer of patients to Facility clinical staff in either the <br />FBC or BHUC areas. <br /> <br />Note: To date, Facility security staffing and operational plans have not been finalized. In keeping <br />with the idea of having a low-profile security presence in the Facility, maintaining a safe <br />environment will incorporate a peer specialist first approach. That is, using peer specialists who are <br />trained to work with agitated patients and who can employ de-escalation methods. These peer <br />specialists are expected to work closely with patients at point of arrival, during their stay in the <br />Facility, and upon discharge and follow-up. The level of Facility security that will be necessary to <br />back up the peer specialists is yet to be determined. <br />G. Outpatient Service Areas <br />• Separate space to provide outpatient services with a focus on child outpatient services. <br />• Outpatient services may include partial hospitalization program (PHP) and Intensive Outpatient <br />Program (IOP) services. <br />• These programs are intended to bridge gaps in services especially for minors with a focus on <br />community-based services. <br />Note: Inclusion of outpatient services to augment crisis services have yet to be made final. This space is <br />generally considered to be adjacent to but not within the BHUC/FBC space. <br />H. General Purpose Areas <br />• Multi-use Room. A large multi-use room for general use and to support training programs for <br />Facility staff and other closely aligned stakeholders. Space capable of being partitioned for <br />separate, simultaneous use by multiple groups. Need to be able to convert into space for use as <br />sobering center to handle periodic surge in demand for this service. <br />• Outdoor space or courtyard for patients. <br />• Recreational space for social activities. <br />• Resource Center/Call Center accessible from front entrance and serves as a library/resource <br />center for general public. Resource Center may be staffed by volunteers or paid staff who <br />provide literature and contact information for all BH-related services and support programs that <br />are available to OC residents including County services, UNC Services, private services and <br />clinics, and residential treatment options whether or not they are located in Orange County. <br />Resource center may include access to legal services (e.g., legal aid) regarding insurance, <br />psychiatric advanced directives (PADs), or other matters. <br />• Staff area for breaks, storage of personal belongings, and provides coffee, drinks, and snacks. <br />DocuSign Envelope ID: 1920B089-58AA-4E97-8225-7BCF8DEBAAD4
