3

o Rooms for IVC patients. (Assume minors will be served in BHUC until transfer to
third-party facility, if necessary.).
o Patient rooms for short-term services including initiation of services that will be
continued after transfer to third-party facilities (e.g. MAT).
o Secure patient rooms for patients who are agitated.
o Secure patient rooms for justice-involved individuals including adjacent space for LE
personnel who may need to accompany these patients 3. Includes those patients
awaiting forensic assessments and those transferred from OC Detention Center.
• If need cannot be supported in BHUC area and if allowed by regulation, space for holdover of
minors who cannot be transferred due to lack of beds in third-party facilities within the 23-hour
service interval (See Section C).
• Nurses station to serve and observe FBC patient rooms.
• Secure rooms are visually separated from other patient beds to maintain a safe and calm
environment for patients not requiring higher level of security.
E. Medical Areas
• Medical Examination and Treatment. Space for examination rooms and small medical staff to
provide “urgent care” type medical services, conduct point of service laboratory tests, and take
samples for analysis by outside laboratory. Accessible directly from rear entrance area and
accessible from clinical areas within Facility.
• Inpatient Pharmacy. Pharmacy located in the facility to serve patients and provide medicines
upon discharge from Facility. Support outpatient pharmacy (see below). Space for pharmacy
staff and secure storage.
• Outpatient Pharmacy. Outpatient pharmacy (pick up window) located near and accessible from
front entrance to support patients on an outpatient basis. Outpatient pharmacy supported by
inpatient pharmacy located elsewhere in Facility (maybe adjacent).
• Laboratory Services. Point of service testing and sample collection conducted in medical area.
Sample pick up by third-party laboratory courier is located at rear entrance.
F. Facility Security
• The workgroup believes security personnel located in the Facility is a necessary and reasonable.
To the extent that security personnel are present, keeping a low profile to maintain a calming,
safe environment for all patients is desirable.
• Locate most of security personnel away from eyes of general population entering via front
entrance and those in BHUC clinical areas to achieve a balance that provides safety and presents
a calming environment for all patients and the public.
• Space for Facility security personnel should be located such that security personnel can observe
entire space via security video and sound.
o For example, this may be space located adjacent to the front desk but not within the
front desk area.

3 Details about accompanying LE personnel for justice-involved individuals vs. transfer to Facility security has yet
to be determined.
DocuSign Envelope ID: 1920B089-58AA-4E97-8225-7BCF8DEBAAD4
