2

• Waiting areas are separate for adults and minors (cohorts of interest: adults, adolescents,
children 15 years of age and younger). May need visual separation between adolescents and
children under 15 years of age in waiting area for minors.
• Adjacent to the public access reception area are outpatient pharmacy (see details in Section E)
and resource center (see details in Section G). Access to general office space is also available via
front entrance (see Section H).
B. Rear Entrance
• Rear entrance will require easy access from street for EMS, LE, other emergency services.
• Secure rear entrance with two Sally Ports and a separate entry door for access to Facility in lieu
of Sally Port.
• Supporting security measures include (also see facility security, Section F):
o Two seclusion room with restraints.
o Area for secure patient handoff to clinical staff.
o Search area.
o Area for storage of personal belongings and contraband.
• Office and break areas for EMS and LE personnel with access to drink and snack food.
• Laboratory sample pick up (see Item E).
C. BHUC Clinical Areas
• Clinical areas for observation, assessment, stabilization (living room/calming environment).
• Centrally-located nursing center from which oversight and services support both adult and
minors.
• Space for non-hospitalization detox. Includes space to initiate emergency SUD treatment/MAT
in anticipation of transfer: multi-day stays are anticipated (See Section D).
• Area to support sobering services. (Also see G. General Purpose Areas, Multi-use Room.)
• Offices for clinical staff to confer with patients and arrange referrals to third-party facilities
including open referral to UNC Hospitals.
• Specially designed sensory space to best serve IDD or ASD patients.
• Space for case managers/peer support specialists to work with patients, arrange for a discharge
plan, and follow up after discharge including peer support day area and small group meeting
room(s).
• Because Facility Based Crisis (FBC) space cannot be used for minors, space is required for
patients under age 18 who may be awaiting transfer to third-party services but cannot be
transferred within 23-hour service interval.
Note: Above assumes detox can be started in BHUC (instead of FBC area) for adolescents in
anticipation of transfer to third-party facility.
D. Adult FBC Areas
• FBC patient rooms (beds) for patients who may require multi-day stays, no patients <18 years of
age. Distinct uses include:
o Multi-day stays for respite and awaiting transfer to third-party facilities.
DocuSign Envelope ID: 1920B089-58AA-4E97-8225-7BCF8DEBAAD4
