1

ATTACHMENT #3
Orange County Crisis-Diversion Facility (working title)
Physical Design Specifications

This document presents specifications for the OC Crisis-Diversion Facility physical floorplan and
infrastructure 1. All services supported by this Facility are expected to be covered under BHUC-4 and FBC
regulations2. This document is organized as follows:
A. Front Entrance/Waiting Areas.
B. Rear Entrance.
C. BHUC Clinical Areas.
D. Adult FBC Areas.
E. Medical Areas.
F. Facility Security.
G. Outpatient Service Areas.
H. General Purpose Areas.
I. Community Partner Offices/Workspace.
J. Communications Infrastructure.
Note. The text below describes a facility that can be a one story or two-story building. If a two-story
building, considerations should be given to separating a BHUC facility on the first floor and FBC/secure
space on second floor with direct access to rear entrance. Main pharmacy could also be placed on
second floor with a means to support the outpatient pharmacy on the first floor.
A. Front Entrance/Waiting Areas
• Front entrance provides access point for general public on a 24/7/365 basis. This is the initial
point of contact for access to BHUC services.
• Reception, waiting areas, and clinical space have a “living room” environment for a calm
reception of patients and initial contact with peer specialists and clinical staff.
• Beyond front door reception area, path splits into separate routes for adults and minors. Each
includes in sequence:
o Security check and storage of personal belongings not allowed into Facility.
o Triage and central administration.
o Waiting rooms, which lead to clinical areas for patients.

1 The April 22, 2021 report prepared by the Orange County Behavioral Task Force Crisis-Diversion Facility
Subcommittee contains specific recommendations for needed services. This document describes a Facility physical
layout and infrastructure for delivering those services. It has been developed by the Crisis-Diversion Facility
Subcommittee and an associated Design Workgroup comprised of subject matter experts in Facility design and
operation.
2 BHUC-4: Behavioral Health Urgent Care, Tier 4. FBC: Facility Based Crisis.
DocuSign Envelope ID: 1920B089-58AA-4E97-8225-7BCF8DEBAAD4
