3 <br /> <br />IV. Required Services <br />Services required to be provided by the selected firm include: <br />• Further scope refinement and development, to include clarification of space <br />requirements and growth/use projections. <br />• Programming spaces of the facility. <br />• Development of site requirements. <br />• Review of potential building sites and development of a site recommendation. <br />• Development of cost analysis/project budget. <br />• Preliminary Schematic Design Development. <br />V. Service Provider Requirement <br />Firms submitting proposals must include as part of their team, a qualified behavioral health crisis <br />service provider, who is capable of managing urgent and emergent clinical needs for <br />assessments, crisis de-escalation, and discharge planning during hours of operation. The role of <br />the service provider shall be to act as a consultant to assist with preliminary/advanced planning <br />efforts necessary for the development of the new Behavior Health Crisis Diversion Facility. <br />Specifically, the service provider is expected to assist in the process to establish/clarify space <br />needs, bed and chair allowances, requirements and licensing and input on design specifications <br />to ensure the best practices for service delivery. <br /> <br />VI. Procedures – Submitting Response: <br /> <br />IMPORTANT NOTE: This is an absolute requirement. Firms shall bear the risk for late submission <br />due to unintended or unanticipated delay. Any proposal submitted after the proposal deadline <br />will be rejected. Electronic Responses only will be accepted for this solicitation. <br />Firms should enter “RFQ#: 367-OC5359: to Provide Preliminary/Advanced Planning Services for <br />the Construction of a Behavioral Health Crisis Diversion Facility serving Orange County, NC., <br />Company’s name”: as the subject for the email. Electronic (PDF Format) submittals should be <br />less than 15MB in size and submitted by 3:00 p.m. EST on August 12, 2022. PDF files should <br />include bookmarks that link to sections to allow easy document navigation. Electronic submittals <br />shall be emailed to Jovana Amaro, Purchasing Agent, jamaro@orangecountync.gov by the date <br />specified above. <br />Critical updated information may be included in Addenda to this RFQ. It is important that all Firms <br />proposing on this RFQ periodically check Orange County’s website for any Addenda that may be <br />issued prior to the RFQ deadline.
