2 <br /> <br />in 2020 is 143,960 with a growth rate of 0.68% in the past year according to the most recent <br />United States census data. <br />III. Crisis Diversion Facility Development: <br />The Orange County Behavioral Health Task Force (BHTF), and its Crisis Diversion Facility <br />Subcommittee, were established in November 2019. The Crisis Diversion Facility Subcommittee <br />is comprised of subject matter experts in behavioral health clinical services, emergency services, <br />law enforcement, and criminal justice, in conjunction with Orange County government. <br />The missions of the subcommittee and of the proposed facility are: <br />To enhance Orange County crisis services to best facilitate <br />deflection/diversion of individuals experiencing a Behavioral Health crisis (MH <br />and SUD) from either hospital-based emergency department or the criminal <br />justice system. <br /> <br />The subcommittee has worked diligently over the past two years in support of its mission. Among <br />its many accomplishments, the group has: <br /> <br />• Performed a literature review and review of existing U.S. and N.C. programs and <br />facilities in order to identify best practices in this area. <br />• Met with local stakeholders and performed a gap analysis that helped identify needed <br />services. <br />• Received approval of a recommendation for the development of a Crisis-Diversion <br />Facility by the Orange County Board of County Commissioners (BOCC) in April 2021. <br />• Received funding for additional implementation planning from the BOCC in <br />November of 2021. <br />• Developed a detailed project description, including a scope, function and statement <br />of expected results (Attachment #1) <br />• Developed a list of 50 items to help define the scope/function of the new facility <br />(Attachment #2). <br />• Developed preliminary/general design specifications for the Crisis Diversion Facility <br />(Attachment #3). <br />• Developed an estimate of Projected Demand for Service (Attachment #4). <br /> <br />Note: The preliminary planning/scope development documents prepared by the subcommittee <br />are provided for reference.
