Scope and Timeline <br />Under the proposed plan, law enforcement will <br />utilize the proposed new location for all behavioral <br />health drop-offs as the facility is proposed to be an <br />IVC designated facility. With the additional expansion <br />of co-located services and continued education and <br />training for law enforcement officers. Supporting <br />individuals in their efforts to remain in the community <br />and out of the hospital ED is a primary objective <br />of the proposed plan. As noted previously, Orange <br />County has identified a clear need for increased <br />behavioral health capacity aimed at the expansion of <br />the crisis continuum to more effectively stabilize and <br />support individual in crisis. <br />The co-location of these programs will allow <br />for increased coordination, communication, and <br />integration, bringing together programs that are <br />now provided at multiple locations throughout the <br />community). RHA has demonstrated success with <br />crisis service delivery, as well as after-care referral <br />and coordination of care with other providers. RHA <br />staff will continue to work closely with other service <br />providers to ensure ongoing communication and <br />collaboration throughout the community to ensure <br />active engagement and successful outcomes for <br />individuals served. <br />3b. Descriptions of similar projects that <br />the firm has completed. <br />RHA’s C3356 program located in Buncombe County <br />was created and operational in 2016. This center <br />hosts a Crisis Continuum for Buncombe and <br />surrounding counties including a behavioral health <br />urgent care, walk-in crisis services, a Facility Based <br />Crisis and non-hospital detox unit and a peer living <br />room. This center also operates robust outpatient <br />and Community Based services. C3356 has shown a <br />reduction of Law Enforcement and First Responder <br />Drop-offs and an increase in individuals entering <br />Crisis Services as an alternative to emergency <br />departments. <br />RHA’s participation and development of a single <br />facility for Crisis Continuum services has been <br />replicated throughout North Carolina as a solution to <br />community needs. RHA has hosted other behavioral <br />health providers, hospitals, communities and National <br />providers and assisted in the understanding of this <br />model and provided tours as well as informational <br />sessions. RHA’s deep rooted experience in this work <br />has resulted in policies and procedures that support <br />individuals and communities. <br />In 2017 RHA and CPL completed construction and <br />began programming and operating the Foothills <br />Regional Treatment Center in Lenoir, NC targeting <br />Caldwell, Alexander and McDowell counties as <br />priority counties and serving surrounding counties <br />in need. This program houses a Facility Based <br />Crisis and detox units with robust community-based <br />programming and outpatient services including <br />a crisis walk in center in the same building. The <br />program has strong partnerships with local opioid <br />response teams, regional hospitals, and local law <br />enforcement.
