| 8 <br />3. Scope and Timeline <br />Everyone who presents at the BHUC, regardless <br />of age or disability, will participate in an initial <br />evaluation to identify their primary needs and <br />establish a preliminary treatment plan. Those who <br />are identified as presenting with routine needs will be <br />offered a Comprehensive Clinical Assessment (CCA), <br />which is the golden thread gateway to diagnosis and <br />level of care determinations resulting in appropriate <br />service referrals and linkages. <br />Outpatient Services will be available on the <br />same day for individuals presenting Monday through <br />Friday between the hours of 8:00AM and 8:00PM, or <br />the following business day for individuals presenting <br />after hours or on weekends. Meanwhile, an individual <br />who presents with Urgent or Emergent needs will <br />receive a CCA and/or a Crisis Assessment, a referral <br />to the appropriate level of outpatient care, and/ <br />or will have access to one of the BHUC’s 23-hour <br />observation bays. <br />This portion of the program will not only allow for <br />further assessment, observation, treatment, and <br />safety planning while the individual is working <br />to manage his or her recovery, but also grants <br />the individual access to CPSS staff who can offer <br />additional support, coaching, and connection to <br />recovery and treatment resources. <br />The Facility-Based Crisis (FBC) and Non- <br />Hospital Medical Detox component of the <br />proposed program will be comprised of a sixteen- <br />bed unit for adults with mental health and detox <br />from substances in Orange County. The unit will be <br />co-located with the BHUC, alongside a full array of <br />outpatient services. <br />Following their participation in a BHUC assessment, <br />individuals in need of more intensive residential <br />support will be referred to the FBC as an alternative <br />to inpatient or hospital-based care. Historically, <br />individuals seeking behavioral health crisis services <br />through the ED have encountered long wait times <br />in their efforts to receive inpatient care and have <br />then experienced lengthy hospital stays. The BHUC <br />program, in contrast, enables individuals to not <br />only access FBC/Detox services more quickly, but <br />also engages them in preventative and outpatient <br />services, reducing the need for transfers to the <br />hospital. The immediate linkage option from BHUC to <br />FBC/Detox includes medical clearances to prevent <br />the individual having to enter an ED for behavioral <br />health assessment and treatment.
