| 7 <br />3. Scope and Timeline <br />Guided by the shared mission, vision, and values <br />of PACE—Passion, Accountability, Communication <br />& Ethics—RHA’s service delivery and treatment <br />philosophy are person-centered and focuses on the <br />use of evidence-based practices through screening, <br />assessment, treatments, staffing via credentialed <br />positions, counseling, medications, safety and after <br />care planning, and documentation. <br />Operated by RHA, the proposed Behavioral Health <br />Urgent Care (BHUC) will become the primary access <br />point for children, adolescents, and adults in crisis <br />in Orange County and will become a part of their <br />statewide array of mental health, substance use, and <br />intellectual/ developmental disability services. This <br />BHUC will be co-located among a full continuum of <br />services at the proposed site. <br />The location of this facility is a central component <br />of the proposed plan to decrease ED utilization in <br />Orange County and increase access to and utilization <br />of services for members of the community seeking <br />crisis support, routine care, and/or community-based <br />services. <br />The BHUC will be staffed by a multi-disciplinary <br />team that includes physicians and extenders, <br />licensed clinicians, registered nurses (RN), qualified <br />professionals (QP), certified peer support specialists <br />(CPSS), and administrative support. The use of <br />certified peer support specialists is an integral part <br />of RHA’s successful service delivery and marks <br />its commitment to promoting a recovery-oriented <br />system of care within its service array. Whereas the <br />program will be staffed primarily by RHA employees, <br />contractual relationships may be developed for <br />medical and licensed clinical staff, as well as security <br />officers via an Orange County Law Enforcement <br />agency. Prescriber staff will have routine hours on- <br />site, with 24/7/365 on-call availability.
