ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: February 3, 2004 <br />Action Agenda <br />Item No. q - <br />SUBJECT: Authorization to Use County Property and Terms of Lease Transition for <br />Alternative School Temporary Site <br />DEPARTMENT: Purchasing and Central PUBLIC HEARING: (Y/N) No <br />Services <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Pam Jones, (919) 245-2652 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider permitting the Orange County Board of Education temporary use of <br />County property located on the southeast corner of Tryon and Hassel Streets, Hillsborough for <br />use as an alternative school; authorizing the County Attorney and Purchasing Director to <br />prepare a lease between Orange County and the Orange County Board of Education for <br />property necessary for the alternative school; and authorizing the Purchasing Director to <br />negotiate a lease transition to the Orange County Board of Education for the leased modular <br />unit currently rented by the County from GE Capital at this location. <br />BACKGROUND: As the Board will recall, the County leased a modular unit from GE Capital- <br />Modular Space in which to house workers dislocated during the Whiffed HVAC replacement <br />and renovation project. The project is now completed and the migration of workers back to their <br />permanent space will be completed by the end of January, thereby eliminating the need for the <br />modular unit. <br />The Orange County Board of Education (OCBOE) has approached the County regarding the <br />potential use of the modular building as a temporary site for the alternative school that it is <br />mandated to provide. <br />The County was granted permission by the Town of Hillsborough to maintain the building on the <br />Tryon Street site for 15-18 months, beginning October 22, 2002. Assuming the Town of <br />Hillsborough approves the OCBOE's petition to allow the modular unit to remain in its existing <br />location, the Board is requested to authorize the use of County property until a permanent site <br />is provided for the alternative school, but not later than the date of expiration of the Town of <br />Hillsborough's permit for the modular unit.
