To comply with USDOT's LEP Policy
Guidance and Executive Order 13166, this section of our Title VI Plan outlines the steps we will take to
ensure meaningful access by LEP persons to all benefits, services and information provided under our
programs and activities. A four-factor analysis was conducted to determine the LEP language groups
present in our planning area and the specific language services that are needed.
amour Factor Analysis
This Four Factor Analysis is an individualized assessment that balances the following four factors:
1. The number or proportion of LEP persons eligible to be served or likely to be encountered by a
program, activity, or service of the recipient or grantee;
2. The frequency with which LEP individuals come in contact with the program;
3. The nature and importance of the program, activity, or service provided by the recipient to people's
lives; and
4. The resources available to the recipient and costs.
Factor#1: The number or proportion of LEP persons eligible to be served or likely to be encountered by the program,
activity,or service of the recipient.
Orange County, North Carolina
Estimate Margin of Error
Total: 129,155 +1-61
Speak only English 108,562 +1-854
Spanish or Spanish Creole: 9,392 +;-461
Speak English"very well' 4,604 +1-599
Speak English less than "very well" 4,788 +;-644
French(incl.
