Public Notice Director, 919-245-2007 <br /> PURPOSE: To approve the Orange County Transportation Services (OCTS) Title VI Plan. <br /> BACKGROUND: Orange County Transportation Services is a recipient of Federal Transit <br /> Administration (FTA) funds from the North Carolina Department of Transportation (NCDOT). <br /> Orange County Transportation Services establishes this Title VI Nondiscrimination Plan for the <br /> purpose of complying with Title VI of the Civil Rights Act of 1964, as required by FTA Circular <br /> 4702.113, and related requirements outlined within the FTA Certifications & Assurances, <br /> "Nondiscrimination Assurance." This document details the nondiscrimination program, policies, and <br /> practices administered by Orange County Transportation Services, and will be updated periodically <br /> to incorporate changes and additional responsibilities as they are made. This Plan will be submitted <br /> to NCDOT or FTA, upon request. <br /> Public Process and Schedule <br /> OCTS staff conducted the following public process for OCTS Title VI Plan (Attachment 1). <br /> • October 2022 — Orange Unified Transportation Board (OUTBoard) reviewed the Draft Plan <br /> and provided comments <br /> • November 2022 — Public meeting and 30-day public comment period on the Draft Title VI <br /> Plan <br /> • November 2022—OUTBoard unanimously recommended BOCC approval of the Title VI Plan <br /> • December 2022 — BOCC takes action on the Plan <br /> Public Involvement <br /> To facilitate a public process, OCTS staff advertised a November public meeting and a 30-day public <br /> comment period (Attachment 2). The public meeting was a drop-in session with staff answering the <br /> public's questions and concerns. No comments were received. <br /> Next Steps <br /> NCDOT approved the Title VI Plan following the OUTBoard's recommendation. The Plan will be <br /> published and implemented accordingly, upon BOCC approval. <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br />
