9 <br /> Attachment 2 <br /> Chronology of Waste Reduction and C&D Related Actions <br /> 1996 — Discussion of options for managing C&D waste once the existing landfill reached <br /> capacity. Conducted a Request for Expression of Interest for a Construction and Demolition <br /> Waste Reclamation, Recycling and Reuse Facility in September 1996. Received two <br /> proposals, both of which were inadequate. <br /> 1997 — Staff developed first draft of a C&D Ordinance similar in scope to the ordinance <br /> adopted by the BOCC in 2001. Held a public forum on C&D waste management in Chapel <br /> Hill on January 22, 1997. Adopted state mandated Solid Waste Management Plan, which <br /> included waste reduction goals of 45 percent by 2001 and 61 percent by 2006. C&D wastes <br /> subject of numerous public discussions throughout the year. <br /> 1998 — C&D landfill site search authorized and initiated. Several, freely offered sites <br /> identified and evaluated. Issue discussed at numerous public meetings and a Public <br /> Hearing was conducted in September on the county's need,for C&D management and on <br /> possible locations for a new C&D landfill. Options to purchase were executed on two <br /> parcels, however none were ultimately pursued. <br /> 1999 — Landfill siting discussions continued with focus on property adjacent to the existing <br /> landfill-on Eubanks Road. C&.D management issues discussed at numerous public <br /> meetings. BOCC created a C&D Recycling Task Force. BOCC adopts Goals and <br /> Objectives which include waste reduction goal of 45 percent by 2001 and 61 percent by <br /> 2006. <br /> • 2000 — C&D Recycling Task Force Final Report issued. Report recommends Regulated <br /> Recyclable Materials Ordinance (RRMO), establishment of C&D recycling facilities, and <br /> Orange County taking responsibility for reuse and disposal of its own C&D wastes. Adopted <br /> state required 3-year update for Solid Waste Management Plan that maintained original <br /> waste reduction goals. <br /> 2001 — BOCC approves resolution of intent indicating plans to pursue development of the <br /> next C&D landfill site adjacent to existing landfill. State verifies site is suitable for a C&D <br /> landfill. RRMO is adopted by BOCC. Facilities Master Plan adopted which includes C&D <br /> landfill and C&D recycling facilities on Eubanks Road solid waste management property. <br />
