7 <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. Approve the establishment of three new full-time permanent positions to support the <br /> Regulated Recyclable Materials Ordinance and associated operations as follows: <br /> • Solid Waste.Materials Transfer Operator at Grade 63 <br /> • Landfill Inspector at Grade 63 <br /> • Administrative Assistant II at Grade 62 <br /> 2. Amend the Orange County Classification and Pay Plan to add the new class of Solid <br /> Waste Materials Transfer Operator at Salary Grade 63. <br /> 3. Award bids for equipment as follows, and authorize the Purchasing Director to execute <br /> the appropriate paperwork: <br /> • Horizontal Grinder- Pioneer Machinery LLC of Sanford, North Carolina in the amount <br /> of$501,382.76 <br /> • Trommel Screen - Screening & Shredding Systems of Winston Salem, North Carolina <br /> at a delivered cost of$132,210.00 <br /> • Live Floor Trailer- Canam Steel Corporation of Points of Rock, Maryland at a <br /> delivered cost of$46,872.00 <br /> • Road Tractor-Triad Freightliner of Greensboro, North Carolina at a delivered cost of <br /> $79,669.00 <br /> • Crawler Loader- Gregory Poole of Raleigh, North Carolina at a delivered cost of <br /> $204,803.00 <br /> 4. Authorize the Finance Director to negotiate equipment financing arrangements with a <br /> local financial institution based on terms of 3.75% interest and a 59 month payback <br /> period, and to execute all necessary financing documents. <br /> With approval of the proposed positions and equipment, the date by which the RRMO could <br /> be effectively implemented would be July 2002. If the Board needs more time to deliberate <br /> about one or more pieces of equipment or positions, decisions could be taken up at the next <br /> BOCC meeting without jeopardizing any of the bids received. However, the effective date of <br /> RRMO implementation would be delayed. <br />
