5 <br /> Bids were solicited from seven vendors on Orange County Bid number 235, with five bidders <br /> responding. No pre-bid was required for this equipment. As reflected in the attached <br /> tabulation, Canam Steel Corporation of Points of Rock, Maryland submitted the lowest <br /> responsible bid that was responsive at a delivered cost of$46,872.00 for a Manac Model <br /> 36248100. <br /> Road Tractor <br /> This vehicle is similar to the truck typically used to pull large over-the-road trailers. This piece of <br /> equipment will make day runs to deliver recycled material to markets within a localized area. <br /> The tractor will be used to pull all trailers and other pieces of equipment that the Solid Waste <br /> Department currently owns and expects to purchase in the future. It will also be used to move <br /> the Wood Waste Grinder, trommel screen, or other portable equipment to different locations. <br /> The Solid Waste Department is striving to standardize equipment, particularly as it respects <br /> compliance with Air Quality Emissions Standards. The Solid Waste Department recently <br /> purchased a Hook Lift Truck with an engine that met the 2002 Air Quality Standards. This <br /> tractor was specified with the same engine. Further, this is the same make and model cab and <br /> chassis as the recently acquired hook truck, thereby creating efficiencies in training of <br /> maintenance staff as well as stocking parts. <br /> A pre-bid conference was held for this vehicle and was attended by one vendor. Bids were <br /> solicited from fourteen vendors on Orange County Bid number 232, however, only one bidder <br /> responded. Pursuant to the attached bid tabulation, Triad Freightliner of Greensboro, North <br /> Carolina submitted the lowest responsible bid that was responsive at a delivered cost of <br /> $79,669.00 for a 2003 Freightliner FLD 120SD. Although only one bid was received, the bid is <br /> in line with previous budgetary estimates. <br /> Crawler Loader <br /> The crawler loader runs on flat tracks, unlike a bulldozer, which has cleated tracks. This <br /> provides it with a much greater pushing ability than a wheel loader; while still offering the <br /> operator the ability to load certain vehicles or equipment without having to worry about what <br /> material the operator is running over. The loader will be used to push the wood waste material <br /> to the wood waste grinder, load the grinder and trommel screen, load the stacking conveyor and <br /> push the piles of wood waste material or finished mulch product into piles. <br /> A pre-bid conference was held and was attended by two vendors. Bids were solicited from <br /> seven vendors on Orange County Bid number 231, with two bidders responding. Due to the <br /> environment in which this equipment will be used, it was determined by staff that the unit would <br /> require seal guards to keep wire and other debris from ruining the drive seals and to help <br /> protect the undercarriage and bottom of this machine. The bid submitted by R.W. Moore was <br /> determined to be non-responsive since they were unable to provide the seal guards. As <br /> reflected on the attached tabulation, Gregory Poole of Raleigh, North Carolina submitted the <br /> lowest responsible bid that was responsive at a delivered cost of$204,803.00 which includes a <br /> 5-year extended warranty for a Caterpillar 963C. <br />
