3 <br /> important to obtain Board authorization for the three additional positions necessary to support <br /> the ordinance and its associated services. These three positions were discussed in the <br /> memorandum presented to the Board at the October 1, 2001 Solid Waste work session and in <br /> prior and subsequent discussions of the ordinance. <br /> Two of the positions are to be located in the Solid Waste Management Department. These are <br /> a Solid Waste Materials Transfer Operator at Grade 63 and a Landfill Inspector at Grade 63. <br /> Salary Grade 63 has a hiring range from $25,281 to $30,729. The third position is an <br /> Administrative Assistant II at Grade 62 to be located in the Planning Department. It is proposed <br /> that half of this position be funded by Solid Waste and dedicated to regulated recyclable <br /> materials administration functions to be carried out in the Planning Department and that half of <br /> the position be used to address the present heavy customer service workload in Planning. <br /> Salary Grade 62 has a hiring range from $24,070 to $29,266. Attachment 3 provides a <br /> summary of the duties of each position. <br /> Solid Waste Transfer Operator <br /> The Solid Waste Materials Transfer Operator will haul various materials to market. Presently, <br /> about 600 tons of scrap metal are hauled by a contractor to market each year. This position will <br /> assume hauling to market that which is currently contract hauled, plus an estimated additional <br /> 1,300 tons annually of metal caused to be available by the ordinance. Currently no wood is <br /> hauled for boiler fuel, however, 4,000-5,000 tons could be hauled annually as the result of the <br /> ordinance. Additionally, the 730 tons of white goods currently hauled by a contractor per year <br /> will be hauled by the new position. It is also estimated that the cardboard compactor will be <br /> hauled to market 2-3 times/week. <br /> Landfill Inspector <br /> The new Landfill Inspector position will have responsibility for examining all loads of segregated <br /> C&D materials delivered for recycling. It is estimated that approximately 6,000-7,000 new tons <br /> of material will be delivered for recycling, which must be inspected. This position also has <br /> responsibility for operating equipment necessary to load the materials into trailers/containers for <br /> delivery to market. <br /> Administrative Assistant <br /> The new Administrative Assistant II will educate permit applicants on the Recyclable Materials <br /> Ordinance at the time they apply for building permits and will eliminate the need for citizens to <br /> travel to the Solid Waste Office in Chapel Hill to obtain their Recyclable Materials (RM) Permits. <br /> An estimated 4,500 RM Permits will be issued and receipted annually. Additional duties and <br /> explanation of the position is provided in the attached "Summary of Duties for Positions" <br /> document. <br /> Staff Recruitment and Training <br /> For the new staff to be trained and prepared for a July or August 2002 implementation, it will be <br /> necessary to have the positions filled in May. It also is anticipated that much of the regulated <br /> community will be trying to transition to the new requirements prior to the July or August <br /> effective date. Thus it is necessary to have staff available in advance for such functions as <br /> issuing licenses, becoming familiar with permitting process and work flow, gaining professional <br /> certifications, being trained on a variety of equipment, learning recyclable materials market <br /> requirements, familiarization with Orange County ordinances and state regulations, and the like. <br />
