That action represented the culmination of the vision of the <br /> BOCC-appointed Construction and Demolition (C&D) Recycling Task Force that met from late <br /> 1999 through mid-2000 and presented its report and recommendations to the BOCC in August <br /> 2000. Chaired by Commissioner Jacobs, the Task Force worked with a guiding "Statement of <br /> Principles" (Attachment 1) that shaped its recommendations. Foremost among the 11 <br /> recommendations in the Task Force's report was the enactment of an Orange County <br /> ordinance that would mandate recycling or reuse of various categories of C&D waste. Key to <br /> the Task Force's efforts was the recognition that the C&D waste stream, which comprises about <br /> one-third of the County's annual waste stream of about 90,000 tons entering the landfill, was <br /> largely untapped for recycling/reuse potential. <br /> Many years ago, the BOCC adopted a goal of reducing by 2006 the amount of solid waste <br /> landfilled annually, on a per capita basis, by 61 percent (Attachment 2 lists other significant <br />
