<br />The Orange County Board of Commissioners met in regular session on Monday,
<br />February 4; 1963, in the Commissioners room at the courthouse in Hillsboro, N. C.,
<br />at 10 o'clock a.m.
<br />Members present: Chairman Donald Stanford, Commissioners Harvey D. Bennett,
<br />Gordon Cleveland, Carl M. Smith and Henry Walker.
<br />Members absent: None
<br />The minutes of the January meetings were read by the Clerk and approved by
<br />the Board.
<br />G. Paul Carr, Supt. of County Schools, and the members of the School Board
<br />were present for a joint meeting with the Board of Commissioners. The purpose of
<br />this meeting was to appoint a member to the A.B.C. Board, as the term of Giles
<br />Long was about to expire.
<br />Upon motion of School Board Chairman Stanford, seconded by Commissioner Walker,
<br />and unanimously adopted, Giles Long was re-appointed to a three (3) year term on
<br />the A.B.C. Board. Said term to be consecutive to his present term.
<br />The following road petitions were submitted and the Clerk was ask to mail same
<br />to the State Highway Commission.

<br />The following department officials presented reports for the month of January,
<br />1963:
<br />E. M. Lynch, Clerk of Court
<br />Cashe Boggs, Dog Warden
<br />Walter Wrenn, Veterans Service Officer
<br />Jim Wight, Welfare Supt:
<br />Don Matheson, Farm Agent, Ed Barnes and Cyrus Green, Assistant Farm Agents,
<br />presented their annual reports as did Jessie Trowbridge, Home Demonstration Agent
<br />and Frances Daneck, Assistant Home Demonstration Agent.
<br />Z, M. Lynch, Clerk of Court, ask that the Board request John Umstesd to enact
<br />a special act allowing three (3) Assistants Clerks of Court to be appointed rather
<br />than the two presently allowed by the State statutes.
<br />Gordon Battle, Chairman of the Orange County Bar Calendar Committee, asked that
<br />the Board request five (5) additional civil terms of Superior Court for the year
<br />1963-1964 so the crowded condition of the present docket might be cleared and that
<br />one (1) additional term of civil, court be requested to follow the present term of
<br />court which is scheduled for March 25, 1963; said additional term to begin April 1,
<br />1963.
<br />Upon motion of Commissioner Cleveland, seconded by Commissioner Bennett, and
<br />unanimously adopted, the Clerk was ask to write Bert M. Montague, Administrative
<br />Assistant to the Chief Justice, and request that an additional term of civil court
<br />be scheduled; said term to begin April 1, 1963.
<br />Upon motion of Commissioner Smith, seconded by Commissioner Bennett, and
<br />unanimously adopted, the Clerk was ask to write the Administrative Assistant to the
<br />Chief Justice and request that five (5) additional weeks of civil court be scheduled
<br />for Orange County when the new court calendar is set for the year 1963-1964.
<br />Jim Wight, Welfare Supt., informed the Board of the accident which had involved
<br />his Child Welfare Worker. He stated that she would be unable to work for months due
<br />to the nature.of her injuries. He requested that during Mrs. Randall's absence he
<br />be authorized to employ a temporary staff member. The Board granted Mr. Wight's
<br />request.
<br />R. J. Smith, Sr., Chairman of the A.B.C. Board, presented the quarterly auditor's
<br />report. The net profit for this period was $132,640.00. Sales Tax $129,000.00.
<br />Don Matheson, Farm Agent, inquired as to the wishes of the Board as to the
<br />matter of having a formal opening for the new agricultural building. The Board
<br />agreed that such a ceremony would be appropriate. Mr. Matheson stated that such
<br />ceremonies along with an open house would be planned and, if possible, would be held
<br />on the first Monday of April.
<br />13d Barnes, Assistant Farm Agent, cited the need for janitoral services in the
<br />new building. He stated that an investigation had revealed a man could be hired for
<br />$1.00 per hour if he could be assured of a thirty (30) hour week. Discussion ensued
<br />on this matter.
<br />Upon motion of Commissioner Bennett, seconded by Commissioner Cleveland, and
<br />unanimously adopted, the request of Mr. Matheson made at last month's meeting for
<br />monies is the amount of $1,245.63 was allotted, and the Farm Agent was further
