4 <br /> November 2022 Affordable Housing Site Analysis Methodology <br /> 1. Create a layer of only parcels owned solely owned or jointly owned by Orange County(173 <br /> parcels) based on ownership attributes found in parcel table. <br /> 2. Removed any county parcels within WASMPBA Long-term Service Areas. <br /> a. This removed 90 parcels leaving 83 county parcels. <br /> 3. Removed any county parcels that is part of a county open space parcel. <br /> a. This removed 15 parcels leaving 68 parcels. <br /> 4. Removed any county parcel that is within a conservation easement. <br /> a. None were removed. <br /> 5. Removed county parcels that had a building on it. I used the building value from the parcel <br /> layer. <br /> a. This removed 32 parcels leaving 36 parcels. <br /> 6. Removed school parcels. <br /> a. This removed 10 parcels leaving 26 parcels. <br /> 7. Removed parcels that have utility structures on them. <br /> a. This removed 4 parcels leaving 22 parcels. <br /> 8. Removed any parcel designed as future road right-of-way. <br /> a. This removed 2 parcels leaving 20 parcels. <br /> 9. Used the 2021 imagery to review the remaining 20 parcels to see the above process missed any <br /> parcels. <br /> a. This removed 4 parcels leaving 16 parcels. <br /> 10. Removed any parcels not within % mile of public water and sewer. <br /> a. This removed 0 parcels leaving 16 parcels. <br /> 11. Removed a parcel where floodplains would make it impossible to build on. <br /> a. This removed 1 parcel leaving 15 parcels. <br /> 12. Removed the Green Tract parcel <br /> a. Leaving 14 parcels. <br /> 13. Removed parcel in Hillsborough because it was a part of the Facilities Master Plan. <br /> a. Leaving 13 parcels. <br />
