ATTACHMENT 1 : ORANGE COUNTY COMPREHENSIVE PLAN 4 LAND USE ELEMENT PROCESS AND SCHEDULE Step 2A COMPREHENSIVE PLAN LAND USE COMMITTEE (CPLUC) Date: thru Where: Food Lab Composition: Eight members from various County Boards and Commissions. The Board of County Commissioners can either appoint the members or solicit volunteers from the Boards and Commissions themselves. Purpose: • To have staff present background on current land use conditions and analysis of countywide development trends, • To have staff present the various growth projection scenarios, and • To have the Committee offers their perspective on the pros and cons of resolving and addressing issues. Meeting Content: • First Meeting: Review of Existing Land Use Conditions and discussion of Urban Growth Boundaries • Second Meeting: Review of the various Growth Scenarios and the possible future conditions that may occur(i.e. traffic, loss of environment, water quality degradation, public service burdens, etc.). • Third Meeting: Pros and cons of various growth management tools • Fourth Meeting: Framework of Goals, Objectives, and Policies Outcome: No decisions. Staff receives feedback on the wide range of growth management tools, and is given discussion points for the Small Area Plan Committees (SAPC). After the extensive framework of Land Use Goals, Objectives, and Policies is created, then a handoff occurs to the SAPC to address the uniqueness of their specific area of Orange County. Step 213 BOCC APPOINTS SMALL AREA PLAN COMMITTEES (SAPC) Date: Where: Hillsborough or Southern Human Services Center Purpose: • To formally establish the SAPC Meeting Content: • Review results of CPLUC meetings and establish SAPC's Outcome: BOCC appoints the SAPC for each of the 8 sub-areas: Cane Greek/Bingham, Chapel Hill/Carrboro, Efland, Hillsborough area, Little River, Lower Eno, Mebane, and Upper Eno/Cedar Grove.
