ATTACHMENT 1 : ORANGE COUNTY COMPREHENSIVE PLAN 4 <br /> LAND USE ELEMENT PROCESS AND SCHEDULE <br /> Step 2A COMPREHENSIVE PLAN LAND USE COMMITTEE (CPLUC) <br /> Date: thru <br /> Where: Food Lab <br /> Composition: Eight members from various County Boards and Commissions. The Board <br /> of County Commissioners can either appoint the members or solicit volunteers from the <br /> Boards and Commissions themselves. <br /> Purpose: <br /> • To have staff present background on current land use conditions and analysis of <br /> countywide development trends, <br /> • To have staff present the various growth projection scenarios, and <br /> • To have the Committee offers their perspective on the pros and cons of resolving <br /> and addressing issues. <br /> Meeting Content: <br /> • First Meeting: Review of Existing Land Use Conditions and discussion of Urban <br /> Growth Boundaries <br /> • Second Meeting: Review of the various Growth Scenarios and the possible future <br /> conditions that may occur(i.e. traffic, loss of environment, water quality <br /> degradation, public service burdens, etc.). <br /> • Third Meeting: Pros and cons of various growth management tools <br /> • Fourth Meeting: Framework of Goals, Objectives, and Policies <br /> Outcome: No decisions. Staff receives feedback on the wide range of growth <br /> management tools, and is given discussion points for the Small Area Plan Committees <br /> (SAPC). After the extensive framework of Land Use Goals, Objectives, and Policies is <br /> created, then a handoff occurs to the SAPC to address the uniqueness of their specific <br /> area of Orange County. <br /> Step 213 BOCC APPOINTS SMALL AREA PLAN COMMITTEES (SAPC) <br /> Date: <br /> Where: Hillsborough or Southern Human Services Center <br /> Purpose: <br /> • To formally establish the SAPC <br /> Meeting Content: <br /> • Review results of CPLUC meetings and establish SAPC's <br /> Outcome: BOCC appoints the SAPC for each of the 8 sub-areas: Cane Greek/Bingham, <br /> Chapel Hill/Carrboro, Efland, Hillsborough area, Little River, Lower Eno, Mebane, and <br /> Upper Eno/Cedar Grove. <br />
