5 <br /> 1 <br /> 2 WHEREAS the Occaneechi Band of the Saponi Nation dwelt in this region today known as <br /> 3 Orange County; and <br /> 4 <br /> 5 WHEREAS, in the 181" century, the United States was founded on a concept that all people are <br /> 6 created equal, yet American Indian and Alaska Native peoples have struggled and persevered to <br /> 7 maintain their identity and their civilization despite centuries of inhumane and unjust Federal <br /> 8 policies focused on genocide, removal, and compulsory assimilation; and <br /> 9 <br /> 10 WHEREAS American Indians have served and continue to serve in the Armed Forces—including <br /> 11 the Native American Code Talkers in World War I and World War 11—defending the United States <br /> 12 and continue to serve at a higher rate than any other ethnic group in the Nation; and <br /> 13 <br /> 14 WHEREAS President Joseph R. Biden signed a Presidential Memorandum committing his <br /> 15 Administration to fulfilling Federal trust and treaty responsibilities, respecting Tribal self- <br /> 16 governance, and conducting regular consultations with Native American Nations on a range of <br /> 17 policy issues; and <br /> 18 <br /> 19 WHEREAS Deb Haaland of the Pueblo of Laguna serves as United States Secretary of the <br /> 20 Interior and is the first American Indian in United States history to serve in the Cabinet, having <br /> 21 been appointed by President Biden; and <br /> 22 <br /> 23 WHEREAS, in 1990, President George H. W. Bush declared November as National Native <br /> 24 American Heritage Month with a bill honoring the Tribal People of America, which began in 1976, <br /> 25 when Jerry C. Elliott-High Eagle, a Cherokee/Osage Indian, authored Native American <br /> 26 Awareness Week legislation; and <br /> 27 <br /> 28 WHEREAS National Native American Heritage Month is a platform for American Indians to share <br /> 29 their culture, traditions, arts, and concepts of life, as well as a time for all people to celebrate the <br /> 30 myriad of contributions by Native Americans and honor their influence on the advancement of the <br /> 31 United States; and <br /> 32 <br /> 33 WHEREAS the theme this year is "We will defend Tribal sovereignty, self-government, self- <br /> 34 determination, and the homelands of Tribal Nations" to reflect the resilience of American Indians; <br /> 35 <br /> 36 NOW, THEREFORE, the Board of County Commissioners, of Orange County, North Carolina <br /> 37 hereby proclaims November 2022 as NATIVE AMERICAN HERITAGE MONTH, and urges all <br /> 38 residents to observe this month by participating in activities and ceremonies to celebrate <br /> 39 November 25, 2022, as Native American Heritage Day to honor the cultures and contributions of <br /> 40 Native Americans by committing to freedom, peace, and justice for all. <br /> 41 <br /> 42 <br /> 43 This 1 st day of November 2022. <br /> 44 <br /> 45 Renee Price, Chair <br /> 46 Orange County Board of Commissioners <br /> 47 <br /> 48 A motion was made by Commissioner Price, seconded by Commissioner Fowler, to <br /> 49 approve and authorize the Chair to sign the proclamation. <br /> 50 <br /> 51 VOTE: UNANIMOUS <br />
