4 <br /> 1 in recognition of his years of exemplary service as Dean of the University of North Carolina at <br /> 2 Chapel Hill School of Government, and in appreciation of his commitment to improving North <br /> 34 Carolina communities through professionalism and leadership in government. <br /> 7 This the 1st day of November, 2022. <br /> 8 <br /> 9 <br /> 10 Renee Price, Chair <br /> 11 Orange County Board of Commissioners <br /> 12 <br /> 13 A motion was made by Commissioner Bedford, seconded by Commissioner McKee, to <br /> 14 approve and authorize the Chair to sign the proclamation. <br /> 15 <br /> 16 VOTE: UNANIMOUS <br /> 17 <br /> 18 Dean Smith said he is grateful for the proclamation. He said he stands before them <br /> 19 representing his colleagues at the School of Government who are so dedicated to public service <br /> 20 in North Carolina and so dedicated to working with local government officials. He said it has <br /> 21 been his pleasure to work with them and facilitate what they have been able to do and what they <br /> 22 want to do. He said he works with all 100 counties, but Orange County is his county and the <br /> 23 best county, so it is special to be here. He said it has been a pleasure to work with everyone in <br /> 24 Orange County. He said this is special to him and he is grateful on behalf of the School of <br /> 25 Government, but also himself. He thanked the Board for their public service. He said it a <br /> 26 challenging time and it has never been more important to be in public service and never more <br /> 27 important for the mission of the School of Government. <br /> 28 Chair Price said she has appreciated the School of Government since she became a <br /> 29 commissioner. She said it has provided many programs, courses, and opportunities for learning <br /> 30 for her. She said anyone who goes through the classes becomes a better leader for their <br /> 31 community. <br /> 32 Commissioner Hamilton said she appreciates Dean Smith's work, and that she also <br /> 33 appreciated the classes and resources as a new commissioner. <br /> 34 <br /> 35 b. Native American Heritage Month Proclamation <br /> 36 The Board considered approving a proclamation declaring November Native American Heritage <br /> 37 month, as added at the beginning of the meeting. <br /> 38 <br /> 39 Chair Price read the following proclamation: <br /> 40 <br /> 41 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 42 <br /> 43 PROCLAMATION <br /> 44 NATIVE AMERICAN HERITAGE MONTH 2O22 <br /> 45 <br /> 46 WHEREAS, for millennia, various nations of Indigenous Peoples with their own Tribal <br /> 47 governments, social organizations, economic systems, and cultural traditions had inhabited the <br /> 48 lands now known as the United States of America; and <br /> 49 <br /> 50 WHEREAS North Carolina is home to eight state recognized tribes including the Coharie, Eastern <br /> 51 Band of Cherokee, Haliwa-Saponi, Lumbee, Meherrin, Occaneechi Band of the Saponi Nation, <br /> 52 Sappony and Waccamaw-Siouan; and <br />
