10 <br /> 1 Commissioner Greene said that North Carolina is not a Dillon's Rule State but courts <br /> 2 have had a hard time accepting that and there is a supreme court ruling in Cabarrus County that <br /> 3 says they are. <br /> 4 Commissioner McKee said the courts are the arbitrator of what is constitutional and valid <br /> 5 by law. He asked how they would not be if the courts have deemed that they are. <br /> 6 Commissioner Greene said the School of Government have two papers that say in the <br /> 7 1970s the state gave the local governments broad authority. <br /> 8 Commissioner McKee said the courts are the ultimate arbitrator. <br /> 9 Chair Price asked if they worked with Corey Root in Affordable Housing <br /> 10 Ashley Heger said that Corey Root with Affordable Housing would like to be part of the <br /> 11 conversation. <br /> 12 Chair Price said that when you look at the affordable housing work, rather than waiting <br /> 13 for a developer to build 15% affordable housing, that is it important to think about how people <br /> 14 will access the food and have a resource to access the food.
