Emergency Management <br />3. The Department of Emergency Management has been notified by the American Trauma <br />Society of receipt of a $1,000 grant award for its "Spanish Language Emergency Services <br />Outreach Coordination Program". This program directly impacts those with limited English <br />proficiency by reducing their chance of receiving traumatic injury during emergencies <br />through creating public information, developing working relationships with agencies that <br />serve the Spanish speaking community, and the creation of information networks. <br />Collaboration between Orange County Health Department, Latino non-profit agencies, <br />emergency services agencies, faith based organizations, and the Red Cross has already <br />begun. These funds will be used to help defray personal mileage costs incurred by a <br />volunteer of the program, as well as cost of Public Service Announcements. This budget <br />amendment provides for the receipt of these funds. (See Attachment 1, column #3) <br />Department on Aging <br />4. The Department on Aging's Senior Health Coordination wellness program has experienced <br />a more than anticipated increase in participation in their wellness classes, and class fee <br />revenue has already exceeded budget within the first 6 months of this fiscal year. Staff <br />anticipates an additional $24,000 in revenue from this program for the remainder of FY <br />2003-04. This budget amendment provides for the receipt of these anticipated funds. (See <br />Attachment 2, Senior Citizen Health Promotion Program Grant Project Ordinance) <br />Sheriff Department <br />5. The Sheriff Department has received grant funds totaling $38,574 from the United States <br />Department of Justice (USDOJ). This particular grant is aimed at enabling local law <br />enforcement agencies to purchase computer equipment. Matching funds of $12,858 are <br />included the Equipment and Vehicles Capital Project Ordinance. The Department plans to <br />implement a pilot program and purchase mobile data terminals (MDTs) in at least six patrol <br />vehicles. This budget amendment provides for the receipt of these funds. (See Attachment <br />3, Equipment and Vehicles Capital Project Ordinance) <br />Environment and Resource Conservation Department <br />6. On December 9, 2003, the Board of County Commissioners approved an appropriation of <br />$55,000 to the Eno River Association toward the preservation of two tracts along the Eno <br />River - the Poplar Ridge and Eno Wilderness properties. With this appropriation, the <br />County would be recognized as a full partner in the acquisition collaborations. Funding for <br />these projects would be appropriated from existing funds in the Lands Legacy pay-as-you-go <br />Fund. This budget amendment provides for this $55,000 appropriation from the Lands <br />Legacy Fund. (See Attachment 4, Lands Legacy Capital Project Ordinance) <br />FINANCIAL IMPACT: Financial impacts are included in the background information above. <br />RECOMMENDATION (S): The Manager recommends that the Board of County Commissioners <br />approve the attached budget ordinance, grant project ordinance, and capital project ordinance <br />amendments.
