MINUTES <br /> ORANGE COUNTY BOARD OF HEALTH <br /> October 26,2022 <br /> Ann Absher from the North Carolina Institute for Public Health began by introducing and giving a <br /> brief background of herself. Her presentation was titled "Roles and Responsibilities of Local <br /> Public Health Governing Boards". A copy of the presentation was provided to each board <br /> member. <br /> The four learning objectives were to 1) identify the role a board of health plays in carrying out <br /> public health core functions and essential services, 2) discuss the legal responsibilities and <br /> authorities of local public health in NC, 3) describe public health governing structures in NC, and <br /> 4) describe the guidelines and expectations for being an effective board member. The covered <br /> training content was divided into three sections. <br /> • Public Health Milestones, Current Challenges and the Core Functions <br /> • Legal Responsibilities and Authority <br /> • Public Health Governing Structures, Board Member Roles and Effective Governance <br /> Time was allowed for questions and comments. <br /> The BOH members had questions and comments that were addressed by Ms. Absher. <br /> VI. Action Items (Non-consent) <br /> A. BOH Policy <br /> Health Director, Quintana Stewart, briefly reviewed the proposed policy revisions that were <br /> discussed at last month's board meeting. Dr. Bruce Baldwin, Chair, added that, although the <br /> policy is required to be reviewed annually, it can be updated at any time. <br /> Motion was made by Dr. Bruce Baldwin to approve the Board of Health policy revisions, <br /> seconded by Dr. Lee Pickett and carried without dissent. <br /> VII. Reports and Discussion with Possible Action <br /> A. Present Chair/Vice-Chair Slate <br /> The Board members shall elect a Chair and Vice-Chair by majority vote each year at the last <br /> meeting of the calendar year. It is customary for the current Vice-Chair to occupy the Chair <br /> position because of the experience gained as Vice-Chair. Current Chair, Dr. Baldwin, stated <br /> that Keith Bagby and Dr. Aparna Jonnal have agreed to occupy the Chair and Vice-Chair <br /> positions, respectively. Dr. Baldwin informed the Board to email him if there are any other <br /> nominations for these positions. The vote for Chair and Vice-Chair will take place, next month, <br /> at the November 16th meeting. <br /> B. Media Items <br /> Kristin Prelipp, Communications Manager, briefly mentioned articles regarding the <br /> disappointment in the percentage of those that received the newest COVID booster, Chapel <br /> Hill's plans for a safer Halloween, and OC's community level of medium and the decrease in <br /> S:\Managers Working Files\BOH\Agenda &Abstracts\2022 Agenda &Abstracts/ <br /> October Page 2 <br />
