Minutes <br /> The Board approved the draft minutes for the September 13, 2022 Work Session and <br /> September 20, 2022 Business Meeting. <br /> b. Fiscal Year 2022-23 Budget Amendment#2 <br /> The Board approved budget, grant, and capital project ordinance amendments for Fiscal Year <br /> 2022-23. <br /> c. Amendment to the 2020 Eno Haw Regional Hazard Mitigation Plan <br /> The Board approved a resolution amending the 2020 Eno Haw Regional Hazard Mitigation <br /> Plan. <br /> d. Orange County Vision Zero Policy and Complete Street Policy <br /> The Board approved resolutions adopting the Orange County Vision Zero Policy and Complete <br /> Street Policy. <br /> e. Amendments to the OUTBoard Rules and Procedures <br /> The Board approved the amended Orange Unified Transportation Board (OUTBoard) Rules and <br /> Procedures addressing quorum and other house-keeping updates. <br /> f. Resolution of Intent to Update Orange County's Comprehensive Land Use Plan <br /> The Board adopted a resolution of intent to update the Orange County's Comprehensive Land <br /> Use Plan in order to maintain compliance with North Carolina General Statute (NCGS) 160D <br /> Article 5. <br /> g. Approval of the Assistance Policy and the Procurement and Disbursement Policy for <br /> the 2022 North Carolina Housing Finance Agency (NCHFA) Urgent Repair Program <br /> U( RP22) <br /> The Board authorized the County Manager to sign the updated URP22 Assistance Policy, and <br /> the Procurement and Disbursement Policy (no revisions from previous approved Policy). <br /> h. Inspection Period Extension for the Executed Lease Agreement with Well Dot, Inc. <br /> The Board extended the 120-day inspection period contained in the lease agreement between <br /> the County and Well Dot, Inc. by 45 days to accommodate additional groundwater testing. <br /> 9. County Manager's Report <br /> Bonnie Hammersley reviewed the projected agenda items for the October 25, 2022 Joint <br /> Meeting with the Fire Chiefs as well as the agenda for the following work session. She also said <br /> that Thursday October 20 is the service awards for county employees. She reviewed the <br /> Mountains to Sea Trail report is included in the information items. She said that both school <br /> districts' grant applications were rejected for the Needs-Based Public School Capital Fund Grant <br /> Application. <br /> 10.
