20 <br /> 1 c. Community Home Trust Discussion <br /> 2 This item was added at the beginning of the meeting <br /> 3 <br /> 4 Chair Price said that Kimberley Sanchez of Community Home Trust requested the creation <br /> 5 of a committee of elected officials from the county and towns to advise the organization. She said <br /> 6 there would be no more than two individuals from each jurisdiction. She said the first meeting is <br /> 7 the upcoming Friday. <br /> 8 Commissioner Bedford asked if it was possible to send a staff member to the meeting <br /> 9 rather than elected officials. <br /> 10 Commissioner Greene said she thought it was important to have elected officials on the <br /> 11 committee. <br /> 12 Chair Price asked if there is anyone else from the county on the board. <br /> 13 Commissioner Greene said no. <br /> 14 Commissioner Richards said that previously, they were informed that they could not <br /> 15 influence decisions. She said she does not understand what this committee would provide. <br /> 16 Commissioner Greene said that they saw this committee as a liaison between Community <br /> 17 Home Trust and the elected leaders. <br /> 18 Chair Price said that Community Home Trust wants to keep the connection with elected <br /> 19 officials. <br /> 20 Commissioner McKee said he previously sat on the Community Home Trust board. He <br /> 21 said he would not support the proposal, because the elected officials would not have a voice. He <br /> 22 said that he has an issue with an organization that the county funds does not follow the rules that <br /> 23 the county has to follow. He said he does not support sending any representative to a board <br /> 24 where they have any position other than a voting position. <br /> 25 Commissioner Bedford said the county funds a lot of non-profits at a significant amount. <br /> 26 She said she was not in favor, unless she could be persuaded that it is important enough that it <br /> 27 needs a commissioner on the board. <br /> 28 Chair Price said they cannot be on the Board due to state law. <br /> 29 Commissioner Bedford said that if we wanted to have a performance management <br /> 30 agreement that the County Manager could take care of that. <br /> 31 Commissioner Greene said that being a voted member of a non-profit board does create <br /> 32 a conflict and she understands the purpose of the recent state law. She said that the Community <br /> 33 Home Trust was created by the Chapel Hill Town Council and when the council started to <br /> 34 formalize its inclusionary zoning program they brought in the Home Trust. She said they really <br /> 35 were an arm of Chapel Hill, but they have started to be the organization for the entire county and <br /> 36 would like to have an impact in the county. <br /> 37 <br /> 38 A motion was made by Commissioner McKee, seconded by Commissioner Richards, that <br /> 39 the Board of Commissioners not appoint any representatives for participation in the committee. <br /> 40 <br /> 41 VOTE: Ayes, 5 (Commissioners Bedford, Fowler, Hamilton, McKee, and Richards) <br /> 42 Nays, 2 (Chair Price and Commissioner Greene) <br /> 43 <br /> 44 MOTION PASSES 5-2 <br /> 45 <br /> 46 7.
