Visual Arts: Composed of OCAC Board Members with visual arts expertise, as well <br /> 4 as two visual arts professionals from the community. <br /> 5 b. Performing Arts: Composed of OCAC Board Members with performing arts <br /> 6 expertise, as well as one performing arts professional from the community. <br /> 7 c. Literary Arts: Composed of OCAC Board Members with literary arts expertise. <br /> 8 4. Non-governmental Grassroots Arts Program (GAP) applicants were also evaluated by a <br /> 9 Financial Review Panel who examined submitted financial documents to determine <br /> 10 financial solvency and stability. Factors considered include the ratio of administrative or <br /> 11 fundraising expense in overall budget, as well as a deficit or surplus without explanation <br /> 12 and/or stated plan. <br /> 13 5. Each panel met virtually to evaluate assigned applications. Feedback, first strengths and <br /> 14 then challenges, was offered by panelists, and recorded by OCAC staff. After discussion, <br /> 15 each panelist submitted a score through the online platform for each of the categories <br /> 16 below. After all scores are submitted, the director records the final average score per <br /> 17 applicant. <br /> 18 6. The scoring rubric for this year's grant program was as follows: <br /> 19 GRASSROOTS ARTS PROGRAM GRANTS <br /> 20 Artistic Merit— 35% <br /> 21 Community Impact— 30% <br /> 22 Program Management— 15% <br /> 23 Financial Review— 10% <br /> 24 NC Arts Council Priority of Funding — 10% <br /> 25 ARTIST PROJECT GRANTS <br /> 26 Artistic Merit—40% <br /> 27 Community Impact—40% <br /> 28 Program Management—20% <br /> 29 7. Funding decisions were made at the August 2022 Arts Commission meeting. For the GAP <br /> 30 program, the Commission prioritized organizational requests, high scoring program <br /> 31 requests, and schools. For APG,the Commission approved funding applicants with scores <br /> 32 above 70 at their full request amount. <br /> 33 8. All applicants were notified of the panel's decisions.
