25
1 Commissioner Fowler said her number 1 choice was Natalie Blackburn followed by
2 Elisabeth Johnson and Tiffany Barber.
3 Commissioner Bedford said she also supported Natalie Blackburn and Elisabeth Johnson.
4 Commissioner Greene said she supported those suggestions.
5 Chair Price reviewed the qualifications of Natalie Blackburn and Elisabeth Johnson.
6 Commissioner McKee supported Natalie Blackburn.
7 The Board agreed by consensus on Natalie Blackburn for one At-Large/Flexible position.
8 Commissioner McKee nominated Gayane Chambless for one of the At-Large Flexible
9 positions.
10 The Board members indicated their support for Gayane Chambless with a thumb up hand
11 gesture. The nomination was only supported by three commissioners, and three commissioners
12 did not support the nomination.
13 Chair Price said the next suggestion was Elisabeth Johnson. She and Commissioner
14 Fowler reviewed the qualifications of Elisabeth Johnson.
15 The Board agreed by consensus on Elisabeth Johnson for one At-Large/Flexible position.
16 Commissioner McKee asked if the Board would consider holding off on discussing the
17 remaining At-Large/Flexible position until Commissioner Richards could participate.
18 Commissioner Bedford suggested Abishek Shankar for the remaining position, but she
19 was fine holding off until Commissioner Richards was present.
20 Chair Price said that, since the Board was tied in its support for Gayane Chambless, she
21 felt that the nomination could go forward for a vote at a regular meeting.
22 Commissioner Bedford said that the Board was not moving forward with Gayane
23 Chambless because it was a tie.
24 Chair Price reiterated that a tie meant that the nomination for Gayane Chambless could
25 go forward.
26 Commissioner Greene disagreed with Chair Price's statement.
27 Commissioner McKee said that was not the way the Board normally chose nominees. He
28 said he would like for the full Board to discuss the remaining position.
29 Commissioner Bedford agreed, and that all of the other names the Board discussed would
30 remain on the list.
31 Tara May asked the Board if they were interested in adding a County Manager designated
32 position to the advisory committee from Department on Aging.
33 The Board agreed by consensus to the proposal.
34
35 9. Adult Care Home Community Advisory Committee—Appointment Discussion
36 The Board considered appointments to the Adult Care Home Community Advisory Committee.
37
38 BACKGROUND: The Adult Care Home Community Advisory Committee works to maintain the
39 intent of the Adult Care Home Residents' Bill of Rights for those residing in licensed adult care
40 homes. The members of this Committee also promote community involvement and cooperation
41 with these homes to ensure quality care for the elderly and disabled adults. The regional
42 ombudsman with Triangle J Council of Governments provides specialized training and support.
43
44 The Board of County Commissioners appoints all ten (10) members.
45
46 REMINDER: As of July 1, 2017, House Bill 248 was adopted by the North Carolina General
47 Assembly regarding the training period for pending members of the"Adult Care Home Community
48 Advisory Committee and Nursing Home Community Advisory Committee". Applicants will be
49 selected from the County's "Applicant Interest List" for a condensed training and, if an applicant
50 successfully completes the training, that individual would be recommended for appointment.
