Emergency Preparedness — Roles, Responsibilities, and Plans <br /> 5 The Board will received an overview of the countywide roles, responsibilities, and plans for <br /> 6 managing an emergency or disaster. <br /> 7 <br /> 8 BACKGROUND: In 2021, the North Carolina Association of County Commissioners (NCACC) <br /> 9 announced the "100 Counties Prepared" initiative. The initiative is focused on equipping county <br /> 10 commissioners with the tools they need to lead effectively during emergency situations. <br /> 11 <br /> 12 • Education: the task force developed a training program that guides commissioners <br /> 13 through what they need to know and what they should and should not do during an <br /> 14 emergency. <br /> 15 • Resources: the task force developed a resource library to share best practices and <br /> 16 lessons learned. <br /> 17 • Relationships: the task force will continue to highlight the important relationships <br /> 18 commissioners should develop prior to emergencies for smooth and effective <br /> 19 communication. <br /> 20 <br /> 21 The program also focuses on helping county commissioners engage with key emergency <br /> 22 management partners to foster strategic relationships. The Orange County Emergency Services' <br /> 23 Emergency Management Division recently updated the Elected Officials Guide to Emergencies <br /> 24 and Disasters (attached) for Orange County. <br /> 25 <br /> 26 As part of Orange County's commitment to preparedness, Sarah Pickhardt, Division Chief of <br /> 27 Emergency Management, will provide a brief overview of the roles, responsibilities, and plans <br /> 28 used to manage the response to and recovery from disasters that affect Orange County. <br /> 29 <br /> 30 The presentation will cover the current roles and responsibilities of the Board Chair, County <br /> 31 Manager, Emergency Services Director, Emergency Management Coordinator, County Clerk, <br /> 32 and Board Members. <br /> 33 <br /> 34 Local emergency managers from throughout the County are currently working to develop a more <br /> 35 robust training opportunity for all elected officials at a date to-be-determined in 2023. <br /> 36 <br /> 37 Sarah Pickhardt made the following PowerPoint presentation: <br /> 38 Slide #1 <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> Emergency Preparedness: <br /> Roes, Responsibilities, and Plans <br /> October 25, 2022 <br /> 39 <br />
