This event is normally held in the fall, but due to conflicts with community events that also <br /> occur around that same time of year, have opted to schedule Family Day during the spring of the year. <br /> GS 14-414, indicates that the Board shall consider a fireworks permit for"any and all kinds of fireworks <br /> and explosives, which are used for exhibitions or amusement purposes." <br /> County policy further requires assurance from the sponsoring agency that adequate public safety <br /> measures will be exercised; and that the County will be protected as an additional insured on the <br /> insurance policy(ies) covering the event. <br /> The display will occur in the Town of Chapel Hill Fire Department's jurisdiction. County approval is a <br /> criterion for Town approval. Blue Cross/Blue Shield has fulfilled the County's criteria for a pyrotechnic <br /> permit as evidenced by the attached documents <br /> On the day of the display, the Town of Chapel Hill Fire Department will be responsible for ensuring that <br /> the site is set up as per the site plan and the inventory of pyrotechnics is commensurate with what is <br /> approved. At such point that both the Chapel Hill Fire Department and the Emergency Management <br /> Director are satisfied that the criteria for approval have been met, the permit will be signed and officially <br /> issued. <br /> FINANCIAL IMPACT: None <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the pyrotechnics permit <br /> for the Blue Cross/Blue Shield Family Day 2002, May 4, 2002, contingent upon final approval of the set <br /> up by the Emergency Management Director or his designee. <br />
