2 <br /> Health Department <br /> 4. The Health Department has received notification of additional State grant funds totaling <br /> $10,520 for its Intensive Home Visiting Program. This funding is made available by the <br /> North Carolina Children's Trust Fund and expenditures must be reported to the North <br /> Carolina Division of Public Health by June 19, 2002 in order for the County to receive <br /> reimbursement. The goal of this program is to decrease child abuse and neglect, improve <br /> parent-child interaction, ensure adequate use of preventive family support services, and <br /> improve children's health and development. The additional funds will be used to purchase <br /> incentives, such as baby birth supplies, and educational supplies to families who participate <br /> in the program. This brings the total budget for the grant project to $179,139 for the current <br /> fiscal year. (see Intensive Home Visiting Grant Project Ordinance, Attachment 2) <br /> Library <br /> 5. As part of the Telecommunications Act of 1996, the Universal Service Fund "schools and <br /> libraries" program was established. One provision of the Act was to provide discounts of 20 <br /> to 90 percent for telecommunication services, Internet access, and internal connections to <br /> schools and libraries. The discount that individual schools and libraries receive depends on <br /> economic need (as determined by the National School Lunch Program) and location, such <br /> as rural or urban. Funding for these discounts comes through the telecommunications <br /> industry to the Universal Service Fund. Orange County Public Library's discount is based on <br /> basic telephone service only. <br /> This year, the Orange County Library has received a-rate discount funds totaling $4,564 <br /> from Sprint. These discount funds will be used to purchase a Gates computer for patron <br /> access, conference room tables (to replace damaged ones) and book carts for patron <br /> access to library services. Funds will also be used to continue the maintenance agreement <br /> on the library security system. There is no County match for the receipt of these funds. (see <br /> Attachment 1, column #5) <br /> FINANCIAL IMPACT: Financial impacts are included in the background information above. <br /> RECOMMENDATION(S): The Manager recommends that the Board of County <br /> Commissioners approve the attached grant project and budget ordinance amendments. <br />
