11 <br /> Christopher Sandt said a borrow pit is an area from which builders can borrow fill/dirt, <br /> with the proper erosion control measures. He said it is a pretty common construction practice. <br /> Commissioner Bedford asked what department regulates erosion control for agricultural <br /> development. <br /> Christopher Sandt said the county is able to regulate anything that is not farm related. <br /> He said if someone wanted to build a residential home on a farm, the county would be able to <br /> enforce its rules and regulations specific to the residential area of the property. He said the farm <br /> itself is regulated by the Forest Service and they are held to erosion control standards, even <br /> though they have a little more leeway. <br /> Commissioner Hamilton thanked Cy Stober and Christopher Sandt for the thorough <br /> presentation. She commended them for how easy it was to follow the presentation and <br /> materials despite the highly technical terms. <br /> Cy Stober said this is the work product of Christopher Sandt and James Bryan in the <br /> county attorney's office. <br /> Commissioner McKee congratulated staff on this effort to bring the county in compliance <br /> with state requirements. In reference to the erosion control devices shown on the screen earlier <br /> and the things Christopher Sandt mentioned, he said he works on the 1-40 Toll Road project <br /> and the erosion control plan for that project is approximately three inches thick. He said it is <br /> very comprehensive, is adhered to closely, and there are extreme measures if it's not adhered <br /> to. Regulation of Gatherings on and near School Property and Public Playgrounds <br /> The Board held a first reading of an ordinance regulating picketing on or within a specified <br /> distance of School Property and Public Playgrounds. <br /> BACKGROUND: The Board of Commissioners requested information on how the County may <br /> regulate protests or large gatherings in Orange County. The Board initially received information <br /> on this subject at its February 1, 2022 Business meeting. At that meeting the Board discussed <br /> many aspects of this type of regulation including prohibiting large gatherings on certain public <br /> school properties. The Board further discussed this topic at its May 10, 2022 work session. At <br /> that work session the Board determined parades would not be regulated and provided further <br />
