w <br /> 2 <br /> The satellite campus would serve as the hub of Durham Tech programs in the County. However,the <br /> various other locations at which classes are currently offered would continue to be used. For example, <br /> classes would continue at the Skills Development Center and at the schools that currently host Durham <br /> Tech programs. The Task Force Report indicates that Durham Tech Instruction is offered at multiple <br /> locations within the County. The centralization made possible by the satellite campus would no doubt <br /> allow better coordination of services and support to the Orange County students who receive instruction <br /> at these locations. <br /> Program Development at the ftWlltq Campus <br /> The development of programs to be offered at the new campus would be a collaborative endeavor <br /> among Durham Tech,Orange County and the Orange County residents. Durham Tech would conduct a <br /> needs assessment that would define the areas of interest,around which the curriculum would be <br /> constructed. The needs assessment will be completed In fall 2002. Durham Tech representatives will <br /> more fully explain the process during the public hearing presentation. <br /> Site Selection Work Group <br /> In support of the recommendations presented by the Task Force, Orange County Commissioners have <br /> endorsed the establishment of a satellite campus in Orange County. Commensurate with discussions <br /> between the Board of Trustees for Durham Technical Community College and County Commissioners, <br /> the County Commissioners will be responsible for siting the facility within the County. A Committee, <br /> established by the Commissioners,will recommend a location for Commissioner approval. Suggested <br /> representation on the committee includes the following: <br /> • County Commissioners(2) <br /> • County Manager <br /> • Director of Purchasing and Central Services <br /> • County Engineer <br /> • Planning Director <br /> • Economic Development Director <br /> • Durham Tech representatives(2) <br /> • Chambers of Commerce Representatives(1 each from Chapel Hi1VCarrboro and Hillsborough <br /> Chambers of Commerce) <br /> • Employer Representatives(2) <br /> Site Criteria <br /> The work gawp will recommend the final criteria, establish a rating system whereby sites may be <br /> evaluated, and will ultimately bring forward the recommendation for consideration by the County <br /> Commissioners. Suggested criteria for the site may include, but may not be limited to,the following: <br /> • 20-acre minimum to accommodate on-site parking and future expansion (as requested by <br /> Durham Tech) <br /> • Centrally located within the County <br /> • Close to public transportation and/or major roadways <br /> • Cost of land to the County <br /> • Site development costs <br /> o Does the site present development challenges that would drive up construction costs? <br /> • Environmentally acceptable site <br /> • Compatible with surrounding uses of land <br /> Timetable for Site Selection <br /> The work group should complete their work and recommend a site to the Commissioners no later than <br /> spring 2003 in order that construction can be completed by the targeted opening In fall 2006. <br /> Thursday,April 11,2002(4).max <br />
