1 <br />Update to Homeless System Gaps Analysis <br />December 2021 <br />EXECUTIVE SUMMARY <br />Orange County has made great strides in filling gaps in the homeless service system over the past two years. Service <br />providers and local governments have significantly expanded programs and services to address the needs of people <br />at-risk of and experiencing homelessness. Community members and other funders have also stepped up to finance <br />new and expanded programs. <br />At the same time, demand for homelessness prevention, services, and housing has also increased. The COVID <br />global pandemic exposed existing inequality and overwhelmed existing supports and systems.
