The property is comprised of a narrow slice of land that is of little value to the County <br /> (Attachment 1 - Map of Property). The Orange County Tax Administration Office has valued the <br /> land at $3,800. <br /> At the September 6, 2022 Business meeting, the Board approved a resolution authorizing the sale <br /> of the property through an upset bid process (Attachment#2). The upset bidding process ensued <br /> shortly afterwards; however, no other bids were received for the property. Daniel and Jean Ricca <br /> provided the initial, uncontested bid of $4,000 for the property on May 24, 2022 (Attachment #3). <br /> In accordance with North Carolina General Statute 160A-269, the final offer for the sale of the <br /> property must be presented to the Board for consideration and approval. <br /> FINANCIAL IMPACT: The property consists of a narrow slice of vacant, unproductive land, of no <br /> strategic value to the County. Sale of the 0.27 acre property will convert a non-productive capital <br /> asset into $4,000 that may be re-allocated to other County needs. <br /> SOCIAL JUSTICE IMPACT: There are no Orange County Social Justice Goal impacts <br /> associated with this item. <br /> ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal <br /> impacts associated with this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br />
