Federal Transit Administration (FTA) Capital Investment Grants <br /> (CIG) Program. <br /> FTA provides discretionary grant program funds for transit capital investments, including <br /> heavy rail, commuter rail, light rail, streetcars, and bus rapid transit. New Starts and Core <br /> Capacity projects require completion of two phases prior to issuance of a construction grant <br /> agreement (Project Development and Engineering). Small Starts only requires Project <br /> Development in advance of the construction grant agreement. Projects are rated by FTA on <br /> a 5-point scale at specific milestone points during the process based on criteria assessing <br /> project justification and local financial commitment. <br /> New Starts <br /> • Total project cost equal to or greater than $300 million or total New Starts funding sought equals <br /> or exceeds $100 million <br /> • New fixed guideway system (light rail, commuter rail, fixed guideway BRT, etc.) or extension to <br /> existing system <br /> Small Starts <br /> • Total project cost is less than $300 million and total Small Starts funding sought is less than $100 <br /> million <br /> • New fixed guideway systems (light rail, commuter rail etc.); extension to existing system; fixed <br /> guideway BRT system; corridor-based BRT system <br /> Core Capacity <br /> • Substantial corridor-based investment in existing fixed guideway system <br /> • Project must: Be located in a corridor that is at or over capacity or will be in five years; increase <br /> capacity by 10%; "not include project elements designated to maintain a state of good repair" <br /> Full Funding <br /> Project ]M Engineering ]W GranAr AW t <br /> Development Agreement <br /> • Complete environmental review Gain commitments of Construction <br /> process including developing all non-New Starts <br /> and reviewing alternatives, funding <br /> selecting locally preferred Complete sufficient <br /> alternative(LPA),and adopting engineering and design <br /> It Into the fiscally constrained <br /> Pang range transportation plan <br /> � s • <br /> ♦ Project Small Starts <br /> Development Grant Agreement <br /> Complete environmental review process Construction <br /> including developing and reviewing <br /> alternatives,selecting locally preferred <br /> alternative(LPA),and adopting it into approval <br /> fiscally constrained long range Legend <br /> transportation plan <br /> Gain commitments of all non-Small Starts FTA evaluation, rating <br /> funding •n'approval <br /> Complete sufficient engineering and design <br /> Process:FTA New Starts, Smoll Starts and Core Capacity Improvements following entry into Project Development <br />
