However,the population growth is mainly in the higher income <br /> household category.This raises the value of both owner-and renter-occupied housing, and creates a <br /> shortage of decent, safe and affordable housing for low-and moderate-income households. HUD CHAS <br /> data on housing cost burden indicates that Orange County is facing an affordability crisis for lower <br /> income persons who cannot afford to live in the southern and eastern parts of the County.Targeting <br /> HOME funds to these projects will help the HOME Consortium reach the top priorities identified in the <br /> 2020-2025 Consolidated Plan of providing housing for people experiencing homelessness and providing <br /> housing for low-and moderate-income households. <br /> CAPER 35 <br /> OMB Control No:2506-0117(exp.09/30/2021) <br />
