9
Elected Official's Guide to Emergencies and Disasters
Emergency Communication:
When a significant emergency or disaster occurs, the Emergency Services Director will
notify the Orange County Manager, or designee. In the event the Emergency Services
Director is unavailable for any reason, the Division Chief of Emergency Management will
contact the County Manager. The County Manager will notify the Orange County Board
of County Commissioners (OC BOCC) as deemed appropriate. If the County Manager is
unavailable for whatever reason, the Deputy County Manager will notify the OC BOCC.
In the event that the County Manager or Deputy County Manager are unavailable for any
reason, the Director of Emergency Services, or designee, will notify the OC BOCC.
When the Orange County Emergency Operations Center (EOC) is activated, the
Emergency Services Director, or designee, will notify the County Manager. Orange
County essential staff will be notified to report to the EOC by the EverbridgeTM (a.k.a. OC
Alerts) alert and warning system, and information will disseminate from there. Telephone
(mobile or landline) and email will serve as a back-up to the EverbridgeTM system.
• The public will be notified of an emergency/disaster incident by the Orange County
Department of Community Relations, or the Orange County Public Information
Officer (OC PIO) through standard media outlets (radio, television, print, online),
which will also be supplemented with social media.
• In certain situations, the public in a specific geographic area will be alerted via
EverbridgeTM (OC Alerts) to warn them of impending hazards, evacuation needs,
or other pertinent information.
• Emergency Services maintains the capability to utilize FEMA's Integrated Public
Alert and Warning System (IPAWS) to alert residents and visitors via cell phone
when within the jurisdictional boundaries of Orange County when warranted.
The Clerk's Office and Emergency Services maintain an updated roster of phone
numbers (mobile, landline, office, home, etc.) for the County Managers Office,
Department Directors, and the OC BOCC.
Emergency Communications flow is depicted in Figure 1 below"
6
