26
Elected Official's Guide to Emergencies and Disasters
Emergency/Disaster Assistance
The following steps are required to receive Federal assistance. The Chair or Vice Chair
of the Board of County Commissioners is the only official that may issue the proclamation
that will begin the process for requesting Federal involvement. In the absence of the Chair
or Vice Chair, the next individual in the order of succession (page 4.3) can issue the
proclamation. County departments, as well as municipal officials, will play key roles in
providing information necessary for such a proclamation and will be involved throughout
the entire process.
Conditions
indicate a local Chair of the Chair of the requests
disaster is likely Board issues a Board request Presidential
to occur or has Declaration of declaration from Declaration
already occurred Emergency the Governor
Local municipalities can declare a local emergency prior to countywide, state or federal
declarations. However, in many situations, local municipalities and the County can issue
coordinated or combined proclamations when an event is affecting both governmental
bodies equally. This should be given consideration since the assistance we will receive
from the Federal Government will be coordinated by the State through Orange County
Emergency Services, then to the municipalities.
Also, remember to officially terminate the emergency declaration once the situation has
returned to normal.
231 Page
