16
Elected Official's Guide to Emergencies and Disasters
The Emergency Management Cycle
Emergency management is cyclical and on-going, with four (5) key phases.. Prevention,
Mitigation, Preparedness, Response, and Recovery. The phases often overlap and there
is typically no clear line of delineation of when one phase ends and the other begins.
Recovery
Pre..
Response
Prevention
Not all disasters are caused by nature. Unfortunately, human-caused disasters like acts
of terrorism can be just as catastrophic as natural disasters.
Prevention focuses on protecting our communities from these human-caused hazards.
Preventive measures are designed to provide more permanent protection from
disasters; however, not all disasters can be prevented. The risk of loss of life and injury
can be limited with good evacuation plans, environmental planning and design
standards.
Emergency management works closely with our law enforcement partners to share
information and to report suspicious activities or behavior. Should you see or hear of
anything suspicious (threats etc.), we strongly encourage you to report it to your
respective jurisdiction's law enforcement agency.
13
