The primary objective is to facilitate
rapid, short-term deployment of emergency support prior to, during, and/or after
an incident. These must be executed prior to a disaster and must contain the terms
for charges for mutual aid, but cannot have a contingency clause (i.e., "Payment
will be provided only upon receipt of funding from FEMA")
• Public Information Officer (PIO)/Public Affairs Office (PAO): A member of the
Command Staff responsible for interfacing with the public and media and/or with
other agencies with incident-related information requirements.
• Unified Command (UC): An Incident Command System application used when
more than one agency has incident jurisdiction or when incidents cross political
jurisdictions. Agencies work together through the designated members of the UC,
often the senior persons from agencies and/or disciplines participating in the UC,
to establish a common set of objectives and strategies and a single Incident Action
Plan.
• Multi-Agency Coordination (MAC)/Policy Group (MAC): Part of the off-site
incident management structure of NIMS. These are typically executives and others
from stakeholder agencies impacted by and with resources committed to the
incident. MAC Groups act as a policy-level body to support resource
prioritization/allocation, make cooperative multi-agency decisions, and enable
decision making. The MAC Group does not perform incident command functions
and does not get involved in the tactics or operations of the response.
11
