14 <br /> Elected Official's Guide to Emergencies and Disasters <br /> materials, and other associated services. The primary objective is to facilitate <br /> rapid, short-term deployment of emergency support prior to, during, and/or after <br /> an incident. These must be executed prior to a disaster and must contain the terms <br /> for charges for mutual aid, but cannot have a contingency clause (i.e., "Payment <br /> will be provided only upon receipt of funding from FEMA") <br /> • Public Information Officer (PIO)/Public Affairs Office (PAO): A member of the <br /> Command Staff responsible for interfacing with the public and media and/or with <br /> other agencies with incident-related information requirements. <br /> • Unified Command (UC): An Incident Command System application used when <br /> more than one agency has incident jurisdiction or when incidents cross political <br /> jurisdictions. Agencies work together through the designated members of the UC, <br /> often the senior persons from agencies and/or disciplines participating in the UC, <br /> to establish a common set of objectives and strategies and a single Incident Action <br /> Plan. <br /> • Multi-Agency Coordination (MAC)/Policy Group (MAC): Part of the off-site <br /> incident management structure of NIMS. These are typically executives and others <br /> from stakeholder agencies impacted by and with resources committed to the <br /> incident. MAC Groups act as a policy-level body to support resource <br /> prioritization/allocation, make cooperative multi-agency decisions, and enable <br /> decision making. The MAC Group does not perform incident command functions <br /> and does not get involved in the tactics or operations of the response. <br /> 11 � <br />
