The committee makes recommendations to the <br /> Carrboro Board of Adjustment or Carrboro Town Council. It inventories areas of cultural, <br /> archaeological, historical significance; areas of open space, rural character, scenic qualities, <br /> biological values; areas of agricultural uses; and makes recommendations based on the above <br /> studies for additional policies, goals, etc. that will preserve and enhance the special character of <br /> this area, and relate to its growth. <br /> The Board of County Commissioners appoints three (3) members. All members must be <br /> residents of the Northern Transition Area.
