2 <br /> The overall system plan of the adopted Efland Area Sewer System was reaffirmed at the April 17, <br /> 2001 meeting to include Phase I West and East and Phase II and other minor amendments. Due <br /> to the county's strong commitment to comprehensively plan for growth, an overall review of land <br /> use and zoning and its public service impacts depending on the density or intensity of a project was <br /> evaluated by staff and now is to be discussed by the BOCC and the community. Complementary <br /> public services of public potable water, public sewer, and fire suppression are guiding elements of <br /> appropriate growth planning. Therefore, there is need for coordination between all public service <br /> providers such as Orange County on behalf of the Efland Area Sewer System, Orange Alamance <br /> Water System (OAWS), City of Mebane, Town of Hillsborough and county and local fire districts. <br /> The next step is to evaluate issues regarding the Efland Sewer operation. The rules were originally <br /> adopted in the mid 1980's with several amendments thereafter. What conditions have changed <br /> that may warrant further amendment to the resolution? The Outline of Issues attached (Attachment <br /> e) identifies those issues that reflect changing policy considerations. <br /> In summary, the focus'of this meeting report is to elaborate on the need to proceed on the design <br /> of the 1997 Bond Efland Sewer Area and discuss related matters in pursuit of that initiative. <br /> PRELIMINARY STAFF RECOMMENDATION(S): <br /> 1. Determine Urban Service Line in and around Phases 1A (red, existing), 1 B (peach), 2 <br /> (yellow), 3 (green) and 4 (blue). <br /> 2. Bid final design of 1997 Bond Area with urban service area noted above in mind for potential <br /> future expansion. <br /> 3. Examine Urban Service Line in Buckhorn EDD/Cheeks Area. <br /> 4. Continue more formal discussions with City of Mebane in Study Map areas 1, 2, 3 (not related <br /> to any aforementioned phasing). <br /> 5. Consider changes to land use designation in all study areas as part of Comprehensive Plan to <br /> be consistent with Village Growth Boundary. <br /> FINANCIAL IMPACT: None at this time related to planning studies, but eventually bond <br /> expenditures to pursue Efland sewer expansion will be necessary. <br /> RECOMMENDATION(S): The Manager recommends that the Board consider the report and offer <br /> direction for further staff research, committee creation, RFP design services and/or agenda item <br /> preparation. <br />
