Efland/Buckhorn EDD/Cheeks Planning Area Durham 688-7331 <br /> Study Goal Outline Mebane (336)227-2031 <br /> PURPOSE: To hear a report on the Efland/Buckhorn EDD/Cheeks small area planning area issues <br /> with special emphasis on instituting the process to complete 1997 bond aspects of public sewer <br /> commitment in the Efland area. <br /> BACKGROUND: A list of planning initiatives in the Efland/Buckhorn EDD/Cheeks is noted below: <br /> 1. Resolution Establishing Rules and Regulations for the Operation of a Sewer Collection <br /> Treatment System to Serve the Efland Area of Orange County (adopted November 19, 1985) <br /> with amendments thereafter <br /> 2. Water and Sewer Policy, Orange County, North Carolina (adopted April 3, 1989) <br /> (However, this policy is not part of Comprehensive Plan which would couple land use policy <br /> decisions with water and sewer policies.) <br /> 3. Efland Small Area Planning Study (adopted in 1991) <br /> 4. Buckhorn Economic Development Districts (EDD) (adopted 1994) <br /> 5. Reaffirmation of Overall System Plan of the Adopted Efland Area Sewer System (element of <br /> aforementioned Item 1) (reaffirmed April 17, 2001) <br /> 6.
